UAE-Belarus Trade in Services and Investment Agreement enters into force

The Trade in Services and Investment Agreement (TISIA) between the UAE and Belarus has officially entered into force, opening a new phase in bilateral economic relations, WAM reported.

The agreement is designed to improve market access for services providers, strengthen protections for investors and create fresh opportunities for private-sector cooperation between the two countries. Signed in Minsk on 27th June 2025, it complements the UAE-EAEU Economic Partnership Agreement, which covers trade in goods, so that together the two deals provide a broader framework spanning goods, services and investment.

Dr Thani bin Ahmed Al Zeyoudi, UAE Minister of Foreign Trade, said the TISIA reflects a shared commitment to long-term, mutually beneficial growth, offering a more predictable framework for services trade and investment and new openings for private-sector collaboration in high-growth sectors. He noted that Belarus holds an important position within the Eurasian Economic Union and that the agreement should support cooperation in areas such as financial and professional services, consulting, education, healthcare, technology and logistics by easing market entry and giving investors greater clarity and protection.

The deal builds on an already-growing trade relationship: non-oil trade between the UAE and Belarus reached $316.4 million in 2025, with re-exports of $268 million, imports from Belarus of $45.3 million and UAE non-oil exports of $3 million. In the first half of 2026, bilateral non-oil trade stood at $67.4 million, while UAE non-oil exports to Belarus rose to $4.2 million, up 202.4 percent year-on-year.
